Does my Barrie project need a building permit?
A Barrie building permit is required for any construction that alters the structure or adds structural components, and for a basement finish that changes plumbing, HVAC or fire separations, adds a bedroom or enlarges a window. Replacing doors or windows with ones the same size does not need one [City of Barrie, Residential Building Permits].
Behind the City's rules is Ontario's Building Code Act: nobody may construct or demolish a building, or have it done, until the chief building official has issued a permit [Building Code Act, 1992, s. 8 (1)].
Where four everyday jobs land:
| Job | Building permit? |
|---|---|
| Any work that modifies or alters structure, or adds structural components | Yes, always |
| Basement finish with structural, plumbing, HVAC or fire separation changes, a new bedroom or a bigger window | Yes |
| Deck under 10 m2 (108 sq ft), not attached to a building and not next to an egress door | No |
| Doors or windows replaced with ones the same size as the existing | No |
Kitchen and bathroom renovations come down to the same tests. Take out a load-bearing wall to open up a kitchen and you are altering structure, so you need a permit. Add a bathroom in the basement and the new plumbing puts it on the permit side too. If your project matches no row in the table, ask the City's building department before work starts.
Basement work that needs a permit, and Barrie's unit limit
Barrie's rule for finishing a basement names six changes that make it permit work: structural, plumbing, HVAC, fire separations, a new bedroom or a window enlargement [City of Barrie, Residential Building Permits]. Most of them turn up in an ordinary basement plan like this:
- •a bathroom, laundry or wet bar: plumbing
- •moving or adding ductwork: HVAC
- •a bedroom: named outright
- •cutting a larger window into the foundation wall: a window enlargement
- •removing a post or a wall that carries load: structure
A finish that only adds insulation, drywall, flooring and paint inside the existing layout hits none of those triggers. The bedroom trigger stands on its own, though. Put one bedroom into that same cosmetic plan and the whole finish becomes permit work. If you can't tell which side your plan falls on, ask the City before you frame.
If the basement is going to be its own unit, the limit to check is the City of Barrie's own allowance: up to four residential units per lot in residential zones [City of Barrie, Additional Residential Units]. Count the units already on your lot before you plan another one.
On a lot that a conservation authority regulates, you need that authority's permit before you apply for the building permit **[City of Barrie, Additional Residential Units]**. Find out whether yours is regulated before the drawings are done.
The deck size that skips a Barrie permit
A deck needs no permit in Barrie when it is under 10 m2 (108 sq ft), not attached to a building and not next to an egress door [City of Barrie, Residential Building Permits]. The same test applies to tearing an old deck down.
All three conditions have to hold. A 10 by 10 ft deck (100 sq ft) fits under the area limit; a 10 by 12 ft deck (120 sq ft) does not. Fasten even a small deck to the house, or build it next to an egress door, and the exemption no longer covers it.
This guide does not cover sheds or other accessory structures. Ask the City's building department about their size thresholds before you build one.
How do I apply for a building permit in Barrie?
You apply online through APLI, the City's permit application tool [City of Barrie, Residential Building Permits]. In APLI you can start an application, save it and resume later, and you get real-time status updates and automatic email notifications.
Every residential application needs the following, whoever files it [City of Barrie, Residential Building Permits]:
- •supporting documents proving compliance with applicable laws (the City points you to its Applicable Law Checklist)
- •Schedule 1, the Designer Information Form
- •a Property Owner Consent Form, when someone else applies on the owner's behalf
- •drawings, specifications and documents showing the work complies with the Ontario Building Code, the Building By-law and the Zoning By-law
The drawings must be legible and to scale. If a contractor or designer applies for you, the consent form is your part of the application.
Missing a document doesn't mean starting over. APLI's save and resume keeps an unfinished application active for up to 60 days [Barrie E-Services Portal], which is time to chase a form or a revised drawing. That window is separate from the by-law's rule for inactive applications, covered two sections down.
How are building permit fees calculated in Barrie?
Barrie assesses residential building permit fees by the type of building and its size [City of Barrie, Residential Building Permits]. Both of those come from your drawings, so settle what you are building and how big it will be before you ask for a figure.
Ask the City for the current amounts for your project. For 2026, the City has cut building permit application fees for additional residential units by 50%, and applications to that incentive program must be received by December 31, 2026 [City of Barrie, 2026 ARU Incentives Program].
The June 2026 by-law on idle applications and house sales
Barrie's current Building By-law, 2026-066, was passed on June 17, 2026 [Barrie Building By-law 2026-066, s. 30], so permit guides written before then don't cover it. Two of its rules matter to homeowners in the middle of a project.
The first covers applications that stall. Under section 10.1, the chief building official may deem an application abandoned once it has been inactive for six months, with notice to the applicant [Barrie Building By-law 2026-066, s. 10.1].
The second covers a sale. If the property changes hands and the open permit has not been transferred under the by-law, the new owner may not start any construction under it and must get their own permit first [Barrie Building By-law 2026-066, s. 16.8]. If you are buying a house with work half done, ask the seller whether there is an open permit and whether it will be transferred before closing. If you are the seller, sort out the transfer before closing, so the buyer can carry on with the work.
A project put on hold after you apply is the risky case: six months of inactivity is enough for the chief building official to deem the application abandoned **[Barrie Building By-law 2026-066, s. 10.1]**.
Can I change my plans after the permit is issued?
Plans can change after issue, but a change takes effect only once the chief building official has reviewed it and authorized it in writing [Barrie Building By-law 2026-066, s. 14.4]. Until then, the drawings approved with the permit are what you build to.
Say the walls are open and you want to shift a wall over, or move the shower to the other side of the bathroom. Building the new layout before the written authorization comes through means building work the permit doesn't cover yet. Send the change request as soon as the idea is settled, and keep the crew on the approved drawings while it is reviewed.
How long is a building permit valid in Ontario?
Ontario's Building Code Act ties an issued permit to progress on site: the chief building official may revoke it if the work has not been seriously commenced six months after issue, or if it is substantially suspended or discontinued for more than one year [Building Code Act, 1992, s. 8 (10)].
Both tests turn on the official's opinion, so there is no bright line between slow and stopped. Starting within six months and avoiding long breaks keeps you clear of both.
This is a different clock from the by-law's rule for applications, which runs before a permit exists. A Barrie project can run into three of them:
| Clock | What it applies to | What can happen |
|---|---|---|
| APLI save and resume | an unfinished application saved in the portal | stays active for up to 60 days |
| Building By-law 2026-066, s. 10.1 | an application for a permit with no activity | may be deemed abandoned after six months |
| Building Code Act, s. 8 (10) | an issued permit | may be revoked if work is not seriously commenced within six months of issue, or is suspended for more than one year |
What happens if I fail a building inspection?
The work has to be inspected again, and in Barrie, booking the re-inspection is the property owner's responsibility [City of Barrie, Building Inspections].
If a contractor is running the job, agree at the start who makes that request, so a failed result doesn't sit waiting on a call nobody made.
On timing, a failed result adds the time to correct the work plus a second wait for the inspector to come back.
2 business days: the window in which the City of Barrie says it conducts building inspections **[City of Barrie, Building Inspections]**.
Who handles the permit and inspections on our Barrie jobs
Barrie leaves re-inspection requests to the property owner, and on our jobs we make them. Building, electrical and plumbing permits and the inspections are managed end to end, so you never have to visit a municipal office. Our plumbers and electricians are our own crews rather than subcontractors, so if an inspector wants something corrected, the people who did the work fix it before the inspector comes back.
Reno Raptors was established in Barrie in 2018, and Barrie is still our headquarters. When a kitchen layout takes out a load-bearing wall, that is structural work, which always needs a permit here, and we handle the wall removal with permits, engineers and beam installation. On waterfront projects we also handle the LSRCA, NVCA, Trent Conservation and municipal permits. For a legal suite, the 6 to 8 weeks it averages with us includes permit approval time.
